In england the council tax is paid by houseowners not individuals, neighbours living
next to each other with the same type of property pay the same tax... Evan though their incomes
are different in that incomes in one property can be in the thousands and in the other just a hundred or so....Lets find the fair answer to this problem.

Yes same in U.S. Your property taxes are bases on property value not your income. Would be nice if that were the case though! Let's start a movement :)
